The European Council has unveiled its focus for 2026–2029, and for the first time, intellectual property crime — including fake goods and currency counterfeiting — is officially on the priority list under Economic and Financial Crimes. IP infringement is no longer viewed as niche or low-level. It’s now a recognised threat to Europe’s safety, economy, and innovation. From customs officers to Europol, expect stronger enforcement across borders.

For the EUIPO and the broader IP community, getting IP crime on the EMPACT agenda is a milestone. According to EUIPO’s Executive Director João Negrão, it shows the EU’s commitment to “safeguarding innovation, protecting consumers, and tackling organised criminal networks.” In short: the EU is drawing a line in the sand — and backing it up with real resources.
